The Loans function of Campaign Craftware is for monetary loans only. Record in-kind loans in the Contributions module.
A loan to a committee is defined as a contribution, unless the loan is "made by a commercial lending institution in its regular course of business on terms available to members of the general public and for which the candidate is personally liable." (§85307, [California] Political Reform Act of 1974 as Amended to January 1, 1991) Refer to your election authoritys regulations for a precise definition.
Political campaign loans are of two distinct kinds: loans made to
the committee or loans made by the committee. That is, the committee either receives
a loan from another entity, or it makes a loan to another entity. You must report any guarantor of a campaign loan made to the committee.
A loan received by the committee is a campaign loan for reporting purposes if it is received from a bank or other commercial lending institution in the normal course of business, or if circumstances clearly show the loan was not made for political purposes.
A loan from an individual, corporation, business, PAC, other candidate controlled committee, or political party is a contribution, and contribution limits and restrictions, if any, apply. Any loan to the committee that is made by an entity not in the business of lending money, is considered to be a campaign contribution. Refer to your election authoritys regulations for exceptions.
Although these loans are considered contributions, you must record them in the Loans module, not the Contributions module.
Campaign Craftware warns of any loan entries that exceed your specified contribution limits.
Refer to your election authoritys regulations to determine if your committee is allowed to make loans. In California, for example:
"Campaign funds may be used for loans [made] to bona fide charitable, educational, civic, religious, or similar tax-exempt, non-profit organizations. A substantial part of the proceeds cannot have a material financial effect on an officeholder, candidate, member of his/her immediate family, or campaign treasurer. The loan must also bear a reasonable relationship to a political, legislative, or governmental purpose. Unless otherwise prohibited, loans may also be made to a candidate, political party, or a committee." (Part VIII-A, [California] FPPC Campaign Disclosure Information Manual A, 1991)
All loans made by the committee must be reported. Use the Loans module to record loans made by the committee, so that Campaign Craftware will produce the proper reports. Record income from loans made under the Other Income module (see Section 7.2.1).

Loans Menu
Record information regarding both kinds of campaign loans by way of the Loans menu. The eight functions available from the above menu are discussed in the following sections.
Select "Add New Loan" from the Loans menu and specify whether the committee is receiving or making the new loan:

Data entry for adding a new loan received or a new loan made is similar. This section details each step, first for receiving a loan and then for making a loan. Where they are substantially the same, only the screens or menus for receiving a loan are shown.
The pick list of names in the committee's database is presented.

Pick List of Names in Committee Database
If the lender or loan recipient is not on the list, press F10 to add, and a pick list of lender types (or recipient types, if making a loan) is presented. This list is the same as the pick list of contributor types, and varies depending on your committee type. For example, a California committee would choose from the following list:

If entering a loan the committee is making, the following data entry screen format is presented:

For a loan received, enter the following required information: date received, due date (defaults to one year from computer system date), interest rate and the amount of loan. You should also include the deposit date, and check and ABA numbers so that Campaign Craftware can produce an accurate bank deposit slip. The description field is optional, and for your own informational purposes.
For a loan made by the committee, enter the following required information: date made, due date, interest rate and loan amount. For your committee's accounting, the check number must be included.
The data entry screens for adding loans received from a business, PAC, political party, other candidate controlled committee or a financial institution are presented in Section 4.1.3 on vendor screens. Note that the screens for a business and a financial institution are the same, as are those for small and broad based PACs and committees controlled by other candidates.
As noted earlier, the data entry screens for making a loan to one of these entities will be the same except for the loan information portion.

Select "Edit Existing Loan" from the Loans menu and a list of existing loans is displayed:

Use the arrow keys to select the loan you wish to edit and press ENTER, and the data entry screen for that loan is displayed. You may edit lender/recipient and loan information. These screens are identical to those described in Section 6.2.1 above.

To enter a payment received on a loan made, or a payment made on a loan received, select "Record Loan Payment" from the Loans menu. A list of existing loans will be displayed:

If the selected loan is one received by the committee and already has one or more payments applied to it, a list of payments received by the committee is displayed:

Select the payment you wish to edit, or press F10 to add a new payment. In either case, a screen similar to the following is displayed:

All of the lender information is already filled in. Today's date and the next campaign check number are also filled in, but may be overridden. Enter the total payment amount and the principal and interest amounts. The principal and interest payments must sum to the total payment amount. If you enter an amount greater than the unpaid balance (shown below the payment information box) Campaign Craftware will reject it and prompt you to re-enter the payment amount.

Select the payment you wish to edit, or press F10 to add a new payment. In either case, a screen similar to the following is displayed:

Fill in the dates received and deposited (they default to the computer system date but may be overridden), the ABA and check numbers, and the total, principal and interest amounts. The total must equal the sum of the principal and interest entered. You may not enter a total principal amount greater than the unpaid balance.

To record a loan guarantor, select "Input Loan Guarantor" from the Loans menu. A list of existing loans is displayed:

Select the loan being guaranteed and the pick list of names in the committee database is displayed. If the guarantor's name is not on the list, press F10 to add, then select guarantor type from the pick list. This list is the similar to the pick list of contributor types, and varies depending on your committee type. For example, a California committee would choose from the following list:

If the guarantor's name is on the pick list, select it and the data entry screen with the guarantor's information is displayed:

Edit, if necessary, then press CTRL-W to confirm the loan's guarantor. For your information the date of the guarantee, the name of the lender or recipient and the loan amount are recorded.

Loans Menu
When a lender agrees to or decides to forgive a loan to the committee, or when the committee forgives a loan made, the forgiveness becomes a monetary contribution. Use the "Forgive a Loan" module to ensure that Campaign Craftware correctly converts the loan to a monetary contribution and reports the transaction on the appropriate schedules as required by your election authority.
To enter the forgiveness of a loan made to or received by the committee, select "Forgive a Loan" from the Loans menu. The list of existing loans is displayed:

If you select a loan received by the committee, a data entry screen similar to the following is presented:

Today's date is in the date field and the loan amount is in the amount forgiven field. If these are acceptable, press CTRL-W to complete the entry. You may edit both of those fields, as well as any of the fields in the lender information portion of the data entry screen.
If you select a loan made by the committee, Campaign Craftware displays the following data entry screen:

NOTE: Use this function with caution! Its purpose is to begin a transaction over again. Never delete a loan that has been previously reported on disclosure statements.
To delete a loan, select "Delete a Loan" from the Loans menu. The list of existing loans is displayed. Select the one you wish to delete. The following screen is presented:

To confirm that this is the loan you wish to delete, type "Y" and press ENTER. Otherwise, make sure that "N" is highlighted and press ENTER to skip deleting this loan.

To record the repayment of a loan by a third party, select "Third Party Repayment" from the Loans menu. The list of existing loans is displayed. Select the loan you wish to record as repaid by a third party. The pick list of names is presented:

Note that the name of the third party selected from the pick list is in the Payor field. Press CTRL-W to complete the repayment operation.

Loans Menu
Select "Print Loan Summary" from the Loans menu to display the list of existing loans. Select the loan for which you wish to produce a summary report. The following is an example of the report:

NOTE: Any unpaid interest must be added manually to the appropriate schedules.
An in-kind loan is the provision of goods or services to the committee with the understanding that the committee will pay fair market value for such goods or services at a later date. An in-kind loan is made by a contributor; goods or services provided by a vendor in the normal course of business are not in-kind loans. Examples of in-kind loans include office space, equipment, or consulting services.
NOTE: In-kind loans are not entered through the Loans module. Use the Contribution module as outlined below.
There are two steps for recording in-kind loans received.
Adding an in-kind contribution. Use the Contributions module to add the new in-kind contribution. Change the code to "N" for non-monetary. In the description field, type: "In-Kind Loan of [goods or services]".
Repaying an in-kind contribution. Depending on when the in-kind loan is repaid, record as follows:
