    1. FPPC Campaign Disclosure Rules

 

There are two things about campaign disclosure rules that cannot be emphasized too strongly: The reports must be accurate and they must be on time. Proper use of Campaign Craftware means:

 

 

 

 

 

 

If you adhere to the above, you can be confident that the reports produced will be accurate.

 

NOTE: It is up to the user to enter the correct reporting period, instruct Campaign Craftware to produce the campaign disclosure reports and send them on schedule.

* The period covered by any statement begins on the day after the closing date of the last statement filed, OR January 1 if no previous statement has been filed.

 

** Committees primarily formed to support or oppose candidates being voted upon in the election must send the 2nd Pre-Election and Pre-Run-Off Election statements by guaranteed overnight mail or deliver them in person.

 

 

 

It is the responsibility of the user of Campaign Craftware to keep abreast of current campaign disclosure filing schedules and requirements.

 

You should take note of special requirements, such as Special Odd-Year Campaign Reports.

 

Failure to file accurately and on time may result in fines levied by election authorities.

 

Campaign Craftware supports California candidate controlled committees, PACs and ballot measure committees. The selection of disclosure reports depends on which type of committee software version you have obtained from Statecraft, Inc.

 

Therefore, the menus of disclosure reports will be different for each committee type and are discussed in separate sections:

NOTE: The following two items must be manually calculated and entered on disclosure reports:

 

l Travel: Payments or reimbursements for travel expenses of a candidate, his or her representative, or a member of the candidate’s household will appear on Schedules E and F. However, in addition, the name of the traveler, the date, destination and total cost of the trip must be itemized and attached to Form 490. (Applies to Candidate Controlled Committee only.)

 

l Unpaid Interest: Any unpaid interest must be added manually to Schedule B - Part III and Schedule H - Part III of year-end and termination reports.

      If yours is a California candidate controlled committee, the following menu of reports is presented:

      Select the form you wish to produce. These options are discussed in the following sections.

       

      1. Form 490 - Candidate & Officeholder - Long Form

        Form 490 Options Screen

         

        Enter the start and end dates of the reporting period for the disclosure statement you wish to print. The start and end dates default to the half of the year in which the system date falls.

         

        If you wish the entire report, with cover page, allocation pages, summary page and all schedules, enter the number of copies desired in the field for "Entire Report." Otherwise, enter the numbers of copies of each part desired in their corresponding fields.

         

        Proceed through the number of copies fields with the arrow or tab keys, or press CTRL-W. The following menu is presented:

        These choices correspond to the check boxes in the upper left of the form 490 cover page. Your choice will determine which box is checked in the resulting report.

         

        If you have selected Entire Report or Summary Page, the cash equivalents screen displays. See Section 8.5 for details.

         

        The reports will now be calculated and printed.

         

        NOTE: If you are printing a report and decide before it is completed that you wish to stop it, press CTRL-C to stop it. DO NOT reboot your computer or turn it off as this will cause a more serious problem.

      3. Print Select Blank Schedule(s)

       

      This option produces copies of blank schedules with only the candidate/ committee names completed.

      Enter a Y (Yes) alongside each blank schedule you wish to have printed and press CTRL-W to proceed.

       

      NOTE: If you are printing a report and decide before it is completed that you wish to stop it, press CTRL-C to stop it. DO NOT reboot your computer or turn it off as this will cause a more serious problem.

       

    4. Disclosure Menu for California PAC

      If your committee is a California PAC, the following menu displays:

        Enter the start and end dates of the period for which you are producing the report. These default to the half of the year in which today's date falls.

         

        If you wish the entire report, with cover page, allocation pages, summary page and all schedules, enter the number of copies desired in the field for "Entire Report." Otherwise, enter the numbers of copies of each part desired in their corresponding fields.

         

        Proceed through the number of copies fields with the arrow or tab keys, or press CTRL-W, and the following menu is presented:

        Select the type of statement you wish to produce, and the following screen appears:

        Answer the two questions, regarding whether the committee is sponsored and whether it is broad based, with Y (Yes) or N (No). These choices correspond to the check boxes in the Form 420 cover page. Your choices in the previous two screens will determine which boxes are checked in the resulting report.

         

        If you have selected Entire Report or Summary Page, the cash equivalents screen displays. See Section 8.5 for details.

         

        The reports you have selected will be calculated and printed.

    8. Cash Equivalents Screen

      If you have selected Entire Report or Summary Page for Form 490 (Candidtae Controlled Committee), Form 420 (PAC) or Form 419 (Ballot Measure Committee), the cash equivalents screen displays. The procedures for entering cash equivalents data is the same, regardless of committee type.

       

      The following is the screen for a candidate controlled committee:

      If your committee has any outstanding loans made, the amount appears in the cash equivalents field. If your committee has any investments and interests in real property, the original costs should be added to the outstanding loans made amount, if any, and entered here.

       

      For example, if the committee in the above example has investments and interests in real property originally costing $10,000, the entry would be the sum of that amount plus the loan amount: $11,000.

    11. Unpaid Interest

      On Schedule B Part III Annual Report of Outstanding Loans Received and Schedule H Part III Annual Report of Outstanding Loans Made, the unpaid interest for each loan must be reported. Unpaid interest on loans received and loans made is not calculated by Campaign Craftware, since there are so many variations in the methods of computing interest. If your committee disclosure statements for year end or a termination have either of these schedules, you must calculate and enter the unpaid interest manually.

       

    13. Late Contributions Report (Received)

      The procedures to produce this report are the same, regardless of committee type.

      Enter the threshold for late contribution amounts. This is the minimum amount which must be reported and defaults to $1,000, since California law requires reporting contributions of $1,000 or more received during the late reporting period. If your campaign is governed by any local ordinances, you may have a lower threshold. It is up to you to determine if local ordinances apply and, if so, to enter the appropriate value in this field.

       

      Enter the number of copies you wish to have printed. If you have a FAX board installed and wish to have Campaign Craftware send the report to your FAX output directory, enter Y for "Yes" and enter a filename for the report.

       

    15. Late Contributions Report (Given)

      The procedures to produce this report are the same, regardless of committee type.

    17. Late Independent Expenditure Report

It is up to you to determine if local ordinances apply and, if so, to enter the appropriate value in this field.

       

      Enter the number of copies you wish to have printed. If you have a FAX board installed and wish to have Campaign Craftware send the report to your FAX output directory, enter Y for "Yes" and enter a filename for the report.

       

    19. Form 405 - Amendment to Campaign Disclosure Statement

      The procedures to produce this report are the same, regardless of committee type.

      Enter the execution date, i.e., the date on which the original statement being amended was signed, and the following is presented (the partially hidden part will differ according to committee type):

      Type a narrative description of the changes reflected in this amendment. This description will appear in section II.C. of Form 405. When completed, press CTRL-W to proceed with Form 405 options (will differ according to committee type):
